Planning an ADU in Tarzana
Tarzana is in the City of Los Angeles
Tarzana is a neighborhood of the City of Los Angeles, and it shares the Encino–Tarzana Community Plan with Encino. Tarzana covers roughly the western half of that plan area, generally west of Lindley Avenue. ADU permits are handled by the Los Angeles Department of Building and Safety (LADBS), and the city makes the final permit decision.
North of Ventura vs. south of Ventura
Like its neighbors, Tarzana has two sides. North of Ventura Boulevard, toward Oxnard Street, the land is flatter and the streets more regular. South of the Boulevard, the neighborhood rises into the Santa Monica Mountains, with curving streets and hillside lots.
That split shapes your options:
Flatter lots: often a good fit for a garage conversion or a detached backyard unit, with simpler access for crews and materials.
Hillside lots: possible in many cases, but slope, grading, retaining walls and foundations need careful planning. Some hillside lots also carry fire-zone requirements, and properties near the ridge may fall under the Mulholland Scenic Parkway Specific Plan.
Parking and transit
Parking is a common question. Under California law, the city can't require replacement parking when a garage is converted to an ADU. State law also says cities can't require parking for certain ADUs, including those within half a mile of public transit. Tarzana's northern edge runs along the Metro G Line (formerly the Orange Line) busway, so for some lots, transit access may matter. Whether your lot qualifies depends on the exact distance and the rules in effect, so we check it for your address.
What It Costs to Start
-
2-car garage conversion: from $90k

Build timelines: from about 3 months
Please note: these are build-only starting prices. Design, permits, city fees and utility upgrades are extra. A starting price isn't a quote, and your final price is set in your written estimate.

Tarzana ADU FAQ
Can I build an ADU on a Tarzana hillside lot?
Often, yes, but expect more planning for grading and foundations, and possibly extra hillside or fire-zone requirements. The city makes the final permit decision.
Will I need a parking space for my ADU?
It depends. Garage conversions don't require replacement parking under state law, and ADUs within half a mile of public transit don't require parking. We'll check your lot.
